Paper on Energy Poverty in South Africa

Energy poverty is rife in South Africa. In 2008, official figures were released which showed that 2.5 million households were not connected to the electricity grid, and of these, most are in the rural areas. 70% of rural households still rely to some extent on wood fuel and paraffin, and this in spite of them having electricity. The CURES secretariat and Restio Energy have released a paper on Energy Poverty in South Africa intended to stimulate debate in the network, amongst the public and amongst decision makers.

This paper is a second working draft briefing and policy document on Food security, Land and Biofuels. It  attempts to weave together cross cutting issues beyond food security and land issues so that there is an appreciation of the complexity of the issues.The first draft of this paper was discussed in Maputo in Mozambique in September and the comments have been taken into consideration.This draft is available for comment to the same group and a wider net cast to illicit views. Citizens United for Renewable Energies and Sustainability (C U R E S) - a network of NGOs and CBOs around the world calling for ambitious programs to promote renewable energies, received funds from the Southern Africa Trust to facilitate a programme to develop common policy on biofuels and related trade policy that deals with food security and sustainable development for civil society in the SADC region.
