The paper is a working draft policy document on Food security, Land and Biofuels. This paper attempts to weave together cross cutting issues beyond food security and land issues so that there is an appreciation of the complexity of the issues. It is hoped that it can in time, become a document owned by NGOs and civil society working in the field of biofuels, although it is unlikely
that consensus can be reached by the entire sector. The paper sets out to elaborate on current debates, provides examples to support a particular view point and finally recommends policy options that could be adopted by governments in the Southern African region to optimize the potential benefits of biofuels and protect against the worst potential impacts. The first draft of
this paper was discussed in Maputo in Mozambique in September and the comments have been taken into consideration. This draft is available for comment to the same group and a wider net cast to illicit views.
